{"id":13600,"date":"2016-12-16T08:47:04","date_gmt":"2016-12-16T08:47:04","guid":{"rendered":"https:\/\/sr-management.bg\/bulgarian-energy-minister-confident-belene-privatization\/"},"modified":"2016-12-16T08:47:04","modified_gmt":"2016-12-16T08:47:04","slug":"bulgarian-energy-minister-confident-belene-privatization","status":"publish","type":"post","link":"https:\/\/sr-management.bg\/es\/bulgarian-energy-minister-confident-belene-privatization\/","title":{"rendered":"Bulgarian Energy Minister Confident about Belene Privatization"},"content":{"rendered":"<h6>If a procedure to privatize the\u00a0<strong>Belene<\/strong>\u00a0<strong>nuclear<\/strong>\u00a0power plant (NPP) project takes place, it will certainly be successful, Bulgarian Energy Minister\u00a0<strong>Temenuzhka Petkova<\/strong>\u00a0has said.<\/h6>\n<p>\u201cWe can only saw what the <strong>real investment interest is after a privatization procedure<\/strong>,\u201d Petkova has told the Bulgarian National Television in an interview.<\/p>\n<p>She has reiterated that Bulgaria would only pursue the project without any state guarantees or long-term energy purchase contracts and under conditions of a <strong>\u201cstrong presence of strategic investors\u201d.<\/strong><\/p>\n<p>\u201cThe Bulgarian state does not have the resource necessary to build a new\u00a0<strong>nuclear<\/strong>\u00a0capacity on its own. On the other hand, <strong>such a capacity would create a positive reaction as regards economy and energy,\u201d Petkova has explained.<\/strong><\/p>\n<p>Her comments follow a meeting of Bulgarian state officials with representatives of the Chinese state-owned\u00a0<strong>nuclear<\/strong>\u00a0company CNNC. The government\u00a0said after the meeting\u00a0that the Chinese company had shown interest in the\u00a0<strong>Belene\u00a0NPP<\/strong>\u00a0project.<\/p>\n<h6>Bulgaria is due to receive the equipment and a\u00a0<strong>nuclear<\/strong>\u00a0reactor manufactured by Russian company Atomstroyexport for the project\u2019s purposes after paying off its debt to the Rosatom subsidiary by next Wednesday.<\/h6>\n<p>If it meets the deadline, <strong>Atomstroyexport will not demand the EUR 23.8 M interest pile up since June 14<\/strong>, when the international arbitration ruling, forcing Bulgaria to pay more than EUR 600 M to the company, was announced.<\/p>\n<p>The state owned National Electricity Company (<strong>NEK<\/strong>), which owes the money, received them as a loan from the Energy Ministry and is to pay them back within seven years.<\/p>\n<p>Bulgaria is now \u201cinspecting the equipment\u201d on site, with experts from Bulgaria\u2019s Kozloduy\u00a0<strong>nuclear<\/strong>\u00a0plant visiting the Russian facilities where the devices are being stored, Petkova has explained.<\/p>\n<p>Sofia is now considering options to revive the\u00a0<strong>Belene\u00a0NPP<\/strong>\u00a0project which was abandoned by outgoing Prime Minister Boyko Borisov\u2019s previous government. It is due to receive the reactor and all the equipment after paying the debt and maintains it has to be either sold, a task it failed to accomplish, or build\u00a0<strong>Belene\u00a0NPP<\/strong>\u00a0under new conditions.<\/p>\n<p>On the Inter connector Greece Bulgaria (IGB)\u2019s market test phase that ended recently, Petkova has said that, <strong>apart from the five companies that gave offers booking 1.5 billion cubic meters of the capacity<\/strong> (more than half of the maximum volume), \u201cseveral other companies\u201d showed interest but failed to participate as they had not taken part in the first market test.<\/p>\n<h6>The outgoing government ponders ways to involve them in the capacity booking even though they did not participate, Petkova has made clear.<\/h6>\n<p>\u201cWhat comes next is full liberalization of the electricity and gas markets. This is what will matter from now on.
